J. Randall “Randy” Minchew, of Leesburg, Virginia was appointed by Governor Glenn Youngkin as the Urban At-Large member of the Commonwealth Transportation Board with a four-year term that began on July 1, 2025. He is currently a Managing Shareholder of Walsh, Colucci, Lubeley & Walsh, PC, and has practiced law in Northern Virginia since 1985 with a concentration in real estate, land use, and economic development law. Randy has served in all three branches of Virginia state government, first as personal law clerk to the Honorable A. Christian Compton, Justice of the Supreme Court of Virginia, then as Deputy Counsel for Public Policy with Governor Bob McDonnell, and then as a member of the Virginia House of Delegates serving the citizens of Loudoun, Clarke, and Frederick Counties. He has served on the Northern Virginia Transportation Authority (“NVTA”) that has funded over $3.8 Billion in regional road projects over the course of the last 12 years and the Northern Virginia Transportation Commission that oversees Virginia’s investment in Metro system serving Northern Virginia.
While serving in the Virginia House of Delegates, Randy was one of the architects of the landmark 2013 HB 2313 legislation that both revitalized Virginia’s transportation funding and created the NVTA’s financial framework and of the 2014 “Smart Scale” statewide prioritization process for transportation projects to improve transparency, accountability, and the efficient use of limited transportation resources. Randy also chaired the House Courts of Justice Committee Ethics Subcommittee and in 2015 patroned needed legislation to strengthen Virginia’s ethics laws governing conduct by elected officials.
Randy is a PADI-certified Master Scuba Diver, a trained Wilderness First Aid Responder, and mountaineer who has summited Mt. Kilimanjaro, the highest point in Africa. He is also an Eagle Scout and served as a Scoutmaster for many years. In appreciation of his years of work for what he has called “the most successful youth leadership movement in the history of the world,” Randy was awarded Scouting’s highest adult leader recognition, the Silver Beaver, in 2010.
Randy holds degrees from Duke University and the Washington & Lee University School of Law and a Diploma in Theology from Virginia Theological Seminary. He currently serves on the Shenandoah University Board of Trustees He is married to his wife of 36 years, Teresa Minchew, and is the father of Jack Minchew.
